The Office of the General Manager (OGM) is the central office of the Mabalacat Water District. This office supervises and controls the overall operations of the water district. It coordinates with the other departments and other agencies as well to strictly monitor the accomplishment of work activities and the implementation of projects.

In terms of personnel, this office is supported by the Executive Assistant, Private Secretary, Internal Control Officer and Clerk.  Also part of this office is the MIS Section whose main task is to strengthen the information management through modern computer and network communication technology and provide timely systematized information to the management to make correct decisions.

In addition to the regular employees appointed under the OGM, is the Public Information and Awareness Committee (PIAC), a committee created to provide necessary information to its consumers and the public in general on the plans and programs of MWD.  Further, it initiates community involvement projects regularly.


Getting to know the General Manager

Atty. Francis A. Dimaliwat

GM Francis A. Dimaliwat is a lawyer and a civil engineer by profession.  He completed both the degrees Bachelor of Science in Civil Engineering and Bachelor of Laws at Far Eastern University, Manila.

He is an active member of the Angeles City Lawyer’s League, Philippine Institute of Civil Engineers, Angeles City Chapter, Integrated Bar of the Philippines, Pampanga Chapter and The Most Worshipful Independent Grand of Lodge of Free and Accepted Masons of the Philippine Islands (IGLPI), Freedom Lodge No. 10.

GM Francis is a man of action.  He is firm, determined, dynamic, supportive and aggressive.  These qualities of him made the water district as successful as it is now, with the support of the MWD Board of Directors, Management and employees.   

GM Francis is likewise involved in various water district associations.  In 2009 – 2010, he had been the President of the Pampanga Association of Water Districts (PAMAWD).  For 2011 – 2013, he was elected as the President of the Central Luzon Association of Water Districts (CLAWD).  He also served the Philippine Association of Water Districts (PAWD) as Secretary for two terms from 2006 - 2009, and currently he is the Vice-President for Luzon.

Busy as he may seem, the indefatigable GM finds time for recreation and sports.  He plays golf and basketball regularly.  He is married to Engr. Elisa Dimaliwat and blessed with two children namely Sir Francois and Dianne Eunice.
